Annotatsiya.

Ushbu maqolada bugungi kunda ta'lim tizimida olib borilayotgan keng

ko’lamli islohotlar, ularning xalq turmushidagi ahamiyati haqida, shuningdek, ta’lim olishning

yangicha ko’rinishdagi tartiblari haqida so’z yuritiladi.

Kalit so’zlar:

Masofaviy ta’lim, raqamli texnologiyalar, individual ta’lim, multimedia,

dual ta’lim, konsensus, inklyuziv ta’lim.

Bugungi kunda taʼlim sohasini tubdan takomillashtirish davr talabiga aylangan. Ushbu

talabdan kelib chiqqan holda, taʼlim sohasidagi munosabatlarni tartibga soluvchi qonunlar qabul

qilinmoqda. Jumladan, Oʼzbekiston Respublikasining “Taʼlim toʼgʼrisida”gi qonuni 2020 yil 23

sentyabr kuni qabul qilingan boʼlib, uning maqsadi taʼlim sohasidagi munosabatlarni tartibga

solishdan iborat.

Mazkur Qonunga asosan taʼlim sohasidagi asosiy prinsiplar, taʼlim tizimi, turlari va

shakllari aniq belgilab qoʼyildi, unda belgilangan masofaviy taʼlim haqidagi qoidalar oʼquv rejalari

va oʼquv dasturlariga muvofiq taʼlim oluvchilar tomonidan zarur bilim, malaka va koʼnikmalarni

axborot-kommunikatsiya texnologiyalaridan hamda Internet jahon axborot tarmogʼidan

foydalangan holda masofadan turib olishga qaratilgan.

O‘zbekiston Respublikasi Prezidentining 2020 yil 2 martdagi PF-5953-sonli Farmoni

bo‘yicha harakatlar strategiyasida «Ilm, ma’rifat va raqamli iqtisodiyotni rivojlantirish yili»da

masofaviy ta’lim jarayonlarini raqamli texnologiyalar asosida amalga oshirishga oid davlat

dasturi to‘g‘risidagi ustuvor vazifalar belgilandi. Natijada masofaviy ta’lim jarayonlarini zamon

talablariga mos ravishda raqamli texnologiyalar asosida individuallashtirishga harakatlar

boshlandi va jadallik bilan davom ettirilmoqda.

Hozirgi vaqtda kompyuterdan foydalanish savodxonligi, shuning bilan birga yuqori

darajada rivojlangan raqamli texnologiyalarning hayotimizga kirib kelganligi barcha sohalarda

bo‘lgani kabi ta’lim sohasida ham katta o‘zgarishlar olib kirdi. Multimedia, gipermatnli

qo‘llanmalarining yaratila boshlaganligi, mavzuga oid ma’lumotlarning to‘liq bera olish

imkoniyatining paydo bo‘lganligi, shuningdek, o‘qituvchi va talabalar o‘rtasida masofaviy

muloqotning vujudga kelishi ta’lim jarayonini tashkil qilishni ancha yengillashtiradi.

Qonunda dual taʼlimga oid qoidalar belgilanib, u taʼlim oluvchilar tomonidan zarur bilim,

malaka va koʼnikmalarni olishga qaratilgan boʼlib, ularning nazariy qismi taʼlim tashkiloti

negizida, amaliy qismi esa taʼlim oluvchining ish joyida amalga oshiriladi.Shu o’rinda dual ta’lim

haqida to’xtalib o’tamiz.Xo’sh dual ta’lim qanday ta’lim? Qisqacha aytganda, dual ta'lim - bu

o'quv jarayonini tashkil etish va amalga oshirish shakli bo'lib, u ta'lim muassasasida nazariy

tayyorgarlikni va ish beruvchining tashkilotida amaliy mashg'ulotni nazarda tutadi. Dual ta'lim tor

ma'noda amalda o'quv dasturi doirasidagi ish joyida amaliyotni tashkil etish shakliga to'g'ri keladi.

Ushbu shakl, qoida tariqasida, kasb-hunar ta'limi tashkilotining ish beruvchining tashkiloti

bilan o'zaro munosabatini anglatadi.Keng ma'noda, dual ta'lim - bu tizimlarning o'zaro ta'sirini

ta'minlaydigan infratuzilmaviy mintaqaviy model: kadrlar ehtiyojini prognoz qilish, kasbiy o'zini

o'zi aniqlash, kasb-hunar ta'limi, kasbiy malakani baholash, o'qituvchilar tarkibini, shu jumladan

ishlab chiqarish ustozlarini tayyorlash va ularning malakasini oshirish.

Tomonlarning munosabatlari moslashuvchan konsensus, kollegial boshqaruv tizimi bilan

tartibga solinadi. Har bir tizim ikkinchisining rivojlanishiga ta'sir qiladi va ularning biri

ikkinchisisiz mavjud bo'lolmaydi. Bu ikkitomonlama ta'lim (ta'lim) modeli samaradorligini

ta'minlaydigan ishtirokchilarning funksiyalarini yaxlitligi va taqsimlanishi. Asosiy kasb-hunar

ta'limi dasturini ishlab chiqish (yangilash) ish beruvchi tashkilotlar va kasbiy ta'lim tashkilotlari

vakillari bilan birgalikda amalga oshirilishi kerak. Rivojlanish yoki yangilanish, bir-biri bilan

chambarchas bog'liq bo'lgan alohida ishchi guruhlarini yaratishni talab qiladi.

O‘zbekistonda yoshlarning kasblar va mutaxassisliklarni egallashga bo‘lgan qiziqishlarini

qo‘llab-quvvatlash uchun keng imkoniyatlar yaratish maqsadida 2021/2022-o‘quv yilidan

professional ta’lim tizimida dual ta’lim tashkil etiladi. Bu haqda 29-mart kuni Vazirlar

Mahkamasining tegishli qarori qabul qilindi.

Qoraqalpog‘iston Respublikasi Vazirlar Kengashi, viloyatlar va Toshkent shahar

hokimligi, manfaatdor vazirliklar va idoralarga iqtisodiyot tarmoqlarida tegishli kasblar va

mutaxassisliklar bo‘yicha o‘rta bo‘g‘in kadrlariga bo‘lgan ehtiyojni muntazam o‘rganib, dual

ta’lim tizimini tashkil etish hamda bitiruvchilar bandligini ta’minlash yuzasidan tegishli chora-

tadbirlarni belgilash hamda dual ta’lim tashkil etiladigan tashkilotlar bo‘yicha Oliy va o‘rta

maxsus ta’lim vazirligiga takliflar kiritib borish vazifalari topshirildi.Hujjatga muvofiq,

o‘quvchilar professional ta’lim muassasalaridagi o‘quv jarayonlarida haftada kamida ikki kun

ishtirok etadi. Qolgan ish kunlarida tegishli tashkilotlarda amaliy mashg‘ulotlar bilan birga mehnat

faoliyati olib boradi.Buning uchun javobgarlik Oliy va o‘rta maxsus ta’lim vazirligi, shuningdek,

tizimida professional ta’lim muassasalari bo‘lgan idoralarga topshirildi.

Bundan tashqari, qonunga inklyuziv taʼlim toʼgʼrisidagi qoidalar kiritilib, unga binoan,

inklyuziv taʼlim alohida taʼlim ehtiyojlari va individual imkoniyatlarning xilma-xilligini hisobga

olgan holda barcha taʼlim oluvchilar uchun taʼlim tashkilotlarida taʼlim olishga boʼlgan teng

imkoniyatlarni taʼminlashga qaratilgan. Jismoniy, aqliy, sensor (sezgi) yoki ruhiy nuqsonlari

boʼlgan bolalar (shaxslar) uchun taʼlim tashkilotlarida inklyuziv taʼlimni tashkil etadi.

ta’lim

barcha

o‘quvchilar uchun maxsus ta’lim ehtiyojlari va individual imkoniyatlarning

farqliligini inobatga olgan holda ta’lim muassasalarida ilm olishda teng huquqlilikni

ta’minlashdir”.

Inklyuziv maktab oʻqituvchisi va inklyuziv bogʻchada tarbiyachi qanday sifatlarga ega

boʻlish kerak? Inklyuziv taʼlimda oʻqituvchining kasbiy mahorati bosh omil hisoblanadi. Avvalo

Oʻqituvchi inklyuziv tafakkurga ega boʻlishi va taʼlim sifati masʼuliyatini oʻz zimmasiga olishi

shart. Inklyuziv taʼlim berish oʻqituvchilar ishi sifatining asosiy mezonlari – oʻqituvchi

oʻquvchilarning turli toifada ekanligiga qaramay barcha bolalarning huquqini himoya va hurmat

qilishi.Yana bir sifat – hamkorlikni yoʻlga qoʻyish. Chunki oʻqituvchilar uchun hamkorlik va

oʻzaro fikr almashish muhimdir. Oʻqituvchi oʻz faoliyatini tizimli baholab borishi, muntazam

malakasini oshirishi, alohida taʼlim ehtiyojlari bor bolalarning intizomli va muassasalar aro

guruhlar bilan samarali ishlashi uchun liderlik hamda boshqaruv malakalarini qoʻllash,

muammolarni birgalikda hal qilish, keng qamrovli maktab hamkorligini yoʻlga qoʻyish kabi

xislatlarga ega boʻlish kerak.

Xulosa oʼrnida, taʼlim sohasidagi islohotlar ham bugungi kunda oʼzining dolzarbligi hamda

amaliy ahamiyati bilan boshqa sohalardagi islohotlardan aslo qolishmaydi. Chunki ushbu sohadagi

islohotlarni yanada keng koʼlamda davom ettirish davr talabidir.
