The article focuses on the fact that investments are one of the main factors influencing the socio-economic development of the entire macroeconomic system. In the context of economic modernization, the complexity of the process of forming a practical mechanism for investment development is explained not only by the lack of the ability to comprehensively assess the activities of individual regions and industries, but also by the existing disproportions in the process of forming an effective investment policy. Thus, it is possible to maintain the development of regions at a relatively equal level, using different methods. At the same time, the implementation of the territorial policy of the state in practice is considered important, and it should allow the formation of nationwide social standards to facilitate the implementation of investment processes, especially within the same network, but between different territorial structures.

The authors of scientific article on the formation of the Institute of philosophy and law at the Academy of Sciences of the Republic of Uzbekistan and on farabiologists, who made a great contribution to the formation and development of Farabi studies of the Republic of Uzbekistan.

The formation of Farabi studies in the Republic of Uzbekistan falls on the 60s of the XX century. Since it was during this period that the Institute of philosophy and law was created within the walls of the Academy of Sciences. The creation of this Institute is associated with the scientific activities of doctor of philosophy, professor, academician of the Academy of Sciences Muminov Ibrakhim Muminovich.

During the scientific work carried out at the Imam Bukhari International scientific-research center, the authors were able to learn about the activities of several historical figures and get acquainted with their heritage regarding the formation and development of Farabi studies in the Republic of Uzbekistan (I.M. Muminov, T.N. Kari-Niyazov, S.H. Sirazhidinov, A.F. Faizullaev, M.M. Khayrullaev, M.B. Baratov, etc.)

In this article, such research methods were widely used as logical, systemic, comparative legal. In particular, the objective side of the crime, which is one of the important elements of the corpus delicti, and the general characteristics of the necessary feature of the objective side of the crime are revealed, as well as the scientific views and research of scientists about them, the similarities and differences between them are described in detail. Also, a comparative legal analysis of the necessary sign of the objective side of the crime of a socially dangerous act with its other signs was carried out, their problematic sides were identified and consistently described. This article focuses on the general characteristics of the objective side of the crime, and the mandatory features of the objective side of the crime are analyzed instrumentally and comparatively. In addition, the doctrine of criminal law and the criminal legislation of developed foreign countries were analyzed, and on the basis of this, specific proposals and recommendations were developed to improve the criminal legislation of the Republic of Uzbekistan.

The article explored the content and principles of the activities of civil servants, guarantees of the activities of civil servants, legal regulation of issues of legality and efficiency in the civil service, the study of foreign experience. Today Internet has been serving not only to exchange information, but it is a place of offering different services. Hosting service providers can be categorized as one type of online intermediaries, which provide a huge amount of information through their websites. However, they do not know which information is illegal until someone notifies them about illegal content on their website. In another word, hosting service providers should have “actual knowledge” to take action against illegal content. If they do not have actual knowledge, they should not be liable for illegal content, which they host.
This article explains how notice and action procedure works in the EU and shows some main issues of its legal framework. In first section, it analyzes the different ways of interpretation of “actual knowledge” and its horizontal application to all illegal contents. Then it discusses how fast illegal contents should be removed or disabled regarding with different types of illegal contents. Finally, it recommends some future reforms to EU legislation in order to make this procedure more transparent and fair.

The paper analyzes the problem of the institution of reconciliation of spouses in the event of divorce. The paper concludes that the activities of conciliation commissions are unsatisfactory, and the newly created commissions to strengthen family values at citizens' gatherings carry out their activities no better than previous commissions. The author proposes to individualize each case and, with the help of mediation, consider family problems, since the parties will not be able to reconcile in front of a large public. In addition, the author develops some proposals for improving domestic family law.

The paper examines the question of whether the law can fill a legal gap and provide a remedy for a surrogate mother if the future parents decide not to comply with the surrogacy agreement. Particular attention is paid to the situation in which a surrogate mother gives birth to a healthy child, and the question of whether a surrogate mother can claim compensation for the costs associated with raising this child. It also analyzes issues relating to reproductive autonomy and the commodification of a child, the recognition of the birth of a healthy child (and related child care costs) as an injury or loss, the determination of the amount of damage, the recognition of declared child care costs as a net economic loss, and implications of this categorization for forensic analysis. The paper substantiates that an analogy can be drawn with cases of «illegal pregnancy», since this foreign judicial practice shows that the birth of a healthy child, together with the costs incurred for raising this child, can be regarded as harm - with purely economic or indirect losses. The analysis carried out is not directly related to the Republic of Uzbekistan, due to the lack of legislative regulation and judicial practice in the country on the issue under consideration.

The effective functioning of public procurement is becoming a prerequisite for economic growth and effective public investment. The strategic use of public procurement helps governments to stimulate innovation. The analysis showed that the existing barriers to cross-border trading in the EU and the EurAsEC countries are identical. At the same time, the rapid development of information technology raises the issue of barrier-free cross-border electronic commerce for participants in public procurement, in particular, the availability of public procurement to organizations and enterprises of other countries. To solve the problems identified in the course of research, many have proposed a unified platform for the development and implementation of mechanisms for the implementation of cross-border trading, which allows using the best innovative technologies and the potential of foreign companies.
The mechanisms for the participation of foreign companies in public procurement should be formed on the following principles: the principle of systematic planning and control of public procurement with the participation of foreign companies; the principle of search, selection, attraction and adaptation of foreign companies before and after the auction; the principle of creating comfortable financial conditions for participation; the principle of the complexity of the organization and management of financial flows.

This article revealed the main areas of research in the field of curriculum design, random sampling method. The process of forming a random sample on the basis of the total amount of educational elements with the assimilation of the content of the state educational standard is determined, the connection of pedagogical diagnostics with the methods of expert and random sampling is considered.

This article analyzes our legislation in this field with a deep scientific basis along with the experience of modernizing the legal bases of the participation of political parties in the activities of higher representative bodies in developed countries such as the USA, Denmark, Finland and Germany.

Based on the scientific views of legal scholars, the article analyzes the concept and system of government bodies that regulate the sphere of ecology. In particular, the issues of dividing the environmental sphere into general, special and functional bodies in accordance with the competence of government bodies are highlighted. The experience of developed countries such as Germany, Japan, South Korea, and the People’s Republic of China, Ukraine and India was also studied. This article is devoted to the institution of parliamentary control in the Republic of Uzbekistan, its role and importance in the structure of the functions of the Parliament of Uzbekistan. The author of the article analyzes various approaches to the concept of parliamentary control in the theory of constitutional law, in national legislation. The author’s definition of parliamentary control is formulated. Emphasis is placed on the need for a clear fixing of this term in the current legislation of the Republic of Uzbekistan.
