Abstract

This article analyzes the urgent issues of social assistance for children with

disabilities, its development prospects, and ways to improve it. The study examines the
conditions created for children with disabilities in the Republic of Uzbekistan, state
policy, legal and regulatory frameworks, and international experiences. Measures
aimed at developing an inclusive education system, improving the activities of
rehabilitation centers, expanding social protection programs, and fostering a positive
societal attitude towards children with disabilities are reviewed. Additionally, special
education institutions, psychological and pedagogical support programs, and
mechanisms for integrating children with disabilities into the labor market are
discussed. Based on the research findings, practical recommendations are developed to
enhance the effectiveness of social assistance for children with disabilities and outline
future strategic directions.

Introduction


The principle that every member of society should have equal rights is enshrined in

international human rights norms, as well as in the Constitution and laws of the
Republic of Uzbekistan. From this perspective, ensuring the active participation of
children with disabilities in social life, providing them with quality education, assisting
in their health recovery, and supporting their integration into the labor market are
among the state’s top priorities.


Currently, Uzbekistan is implementing various state programs aimed at supporting

children with disabilities. In particular, special education institutions, rehabilitation
centers, and an inclusive education system are being developed. Additionally, special
programs are being created with the cooperation of non-governmental organizations
and the international community. However, there is still a need to further improve
social assistance for children with disabilities. Expanding their educational
opportunities, facilitating their social integration, modernizing rehabilitation services,
and strengthening legal and economic mechanisms remain key challenges.


This article analyzes the prospects for developing the social assistance system for

children with disabilities, identifies existing problems, and proposes scientific and
practical recommendations for their resolution. The primary goal of this research is to
improve the support system for children with disabilities, facilitate their full
participation in social life, and study best international practices in this area.

Research Methods and Materials


This study focuses on analyzing the social assistance system for children with

disabilities and identifying its future directions. Various scientific and methodological
approaches, as well as practical research methods, were employed during the study:

Theoretical analysis – Examination of legislative documents, state

programs, international conventions, and regulatory-legal documents related to social
protection in the Republic of Uzbekistan.

Analytical approach – Analysis of conditions created for children with

disabilities, activities of state and non-governmental organizations, rehabilitation
centers, and the inclusive education system.

Comparative method – Comparison of Uzbekistan’s experience with the

social assistance systems of foreign countries to identify effective models and
mechanisms.

Sociological research – Surveys conducted among children with

disabilities, their parents, teachers, psychologists, and social workers to analyze issues
and needs.

Statistical analysis – Assessment of the level of social integration,

educational opportunities, and rehabilitation effectiveness of children with disabilities
based on official data and research findings.


The research was based on the following sources:

Decrees and resolutions of the President of the Republic of Uzbekistan on

supporting persons with disabilities.

The UN Convention on the Rights of Persons with Disabilities and reports

of international organizations.

Scientific articles and research papers on education, rehabilitation, and

social services.

Reports and statistical data from government agencies and non-

governmental organizations.

Findings from sociological surveys and expert opinions.


The research results will serve as the basis for developing scientific and practical

recommendations for further improving the support system for children with
disabilities.

Providing social assistance to children with disabilities is a key priority of state

policy, and its legal foundation is established by the Constitution of the Republic of
Uzbekistan and international documents. Uzbekistan has joined the UN Convention on
the Rights of Persons with Disabilities, ensuring equal rights for children with
disabilities. Additionally, the state has adopted the “Program for the Rehabilitation and
Social Integration of Persons with Disabilities,” under which special education
institutions, rehabilitation centers, and an inclusive education system have been
established. However, further improvement of legislation, deeper study of international
experience, and the implementation of advanced mechanisms remain necessary.


Education and Rehabilitation System for Children with Disabilities

Expanding quality educational opportunities for children with disabilities is a

critical issue. Currently, Uzbekistan is developing special education institutions and an
inclusive education system. Inclusive education allows children with disabilities to
study in general education schools, facilitating their integration into society. However,
challenges such as a shortage of specialized teachers and insufficient modern
rehabilitation methods still exist.


Social Protection and Economic Support System

Children with disabilities receive various forms of social and financial support from

the state, including:

Social allowances provided from the state budget.

Free medical services and rehabilitation courses for children with

disabilities.

Special housing programs and benefits.


However, improving the economic support system remains an urgent issue.

According to international experience, expanding vocational education and labor
market adaptation programs for children with disabilities is crucial. Therefore,
Uzbekistan needs to develop training programs that enable children with disabilities to
acquire professional skills and actively participate in society.

Shaping a Positive Societal Attitude Towards Children with Disabilities

Children with disabilities are full members of society. However, for their complete

social integration, it is necessary to create an environment that supports them.
Currently, awareness campaigns about the rights and role of children with disabilities
in society are being conducted, but further efforts are needed. To change public
perception and build an inclusive society, the following measures should be
implemented:

Promoting special programs through mass media and social networks.

Organizing cultural and sports events with the participation of children

with disabilities.

Increasing public awareness of their rights and opportunities.


Such initiatives play a crucial role in creating a more inclusive and accessible

society for children with disabilities. Although the social assistance system for children
with disabilities is developing year by year, several issues still need to be addressed. A
comprehensive approach is required in the areas of education, rehabilitation, social
protection, and improving their status in society.


Research Findings

The study identified the following key trends in the development of the social

assistance system for children with disabilities:

Strengthening the legal framework – Laws and state programs aimed at

protecting the rights of children with disabilities have been adopted. However, certain
shortcomings remain in their implementation and practical enforcement.

Improvement of education and rehabilitation systems – Special education

institutions and inclusive education programs have been established in Uzbekistan.
However, there is a high demand for specialized educators and rehabilitation
specialists.

Expansion of social protection and economic support mechanisms – The

state provides various allowances and benefits for children with disabilities and their

families. However, additional vocational training programs are needed to enhance their
economic independence and integration into the labor market.

Conclusion


The research findings indicate that improving social assistance for children with

disabilities requires attention to legal, economic, educational, and social integration
aspects. While the government has implemented significant reforms, additional
measures are needed to address existing issues. Expanding specialized teaching
methods, equipping rehabilitation centers with modern technologies, and strengthening
public awareness campaigns can contribute to creating a more inclusive society.
