MAHALLA: UNDERSTANDING THE CONCEPT

This article analyzes the essence of the concept of neighborhood
(Mahalla ) from a historical and philosophical point of view.

соседства (махалли) с историко-философской точки зрения.

Annotatsiya:
Ushbu maqolada mahalla (mahalla) tushunchasining mohiyati
tarixiy-falsafiy nuqtai nazardan tahlil qilinadi.

"Mahalla" is a term with diverse meanings and applications depending on the
context. Let's explore its various interpretations:
1. Geographic and Administrative Definition:
Central Asia: In countries like Uzbekistan, Tajikistan, and Kazakhstan,
"Mahalla" refers to a specific type of community or neighborhood. It's the smallest
administrative unit, similar to a village or a city quarter. Traditionally, mahallas were
self-governing entities with their own leaders and councils responsible for
maintaining order, resolving disputes, and providing social support.
Ottoman Empire: Historically, mahallas existed within the Ottoman Empire
as well, representing urban neighborhoods or districts. They often had distinct social
and cultural identities, sometimes based on ethnicity or religion.

Cultural Identity: Mahallas can be melting pots of diverse cultures or maintain
a specific cultural identity based on the predominant ethnicity or religion. This
identity often manifests in shared traditions, celebrations, and customs, enriching the
community's character.
Informal Governance: Even with modern administrative systems, mahallas
sometimes retain aspects of informal governance. Elders or respected community
members may hold significant influence in resolving disputes and maintaining order,
reflecting the community's trust in traditional structures.
3. Modern Challenges and Transformations:
Urbanization and Modernization: The rapid pace of urbanization and
modernization has impacted traditional mahalla structures. Migration to cities and

governance.
