MODERN RESEARCH ON INCREASING THE SPIRITUALITY OF THE

Abstract.
The thesis discusses scientific perspectives on the emergence of
new models of democracy as a result of the acceleration of globalization and
argues that political modernization cannot be achieved solely through
traditional democratic foundations. Additionally, it substantiates that the
democratization of democratic processes in Uzbekistan has led to an increase in
public trust in reforms, fostering political will and civic competence among
citizens. These developments are presented as the socio-political outcome of
building a genuine New Uzbekistan.

INTRОDUСTIОN
The processes of globalization have accelerated the pace of time, pushing
the world into an era where the new global order has yet to fully take shape, and
the duration of this transitional phase remains uncertain. This so-called "new
era" has not resolved many of the challenges facing humanity; rather, it has
intensified contradictions and created even more complex dilemmas.
"Today, negative and dramatic views dominate assessments of the
international political landscape. In many cases, the modern world is portrayed
in a highly alarming manner. For instance, the idea that we are entering a new
era where aggressive nationalism takes the lead, adherence to both formal and
informal international rules is abandoned, uncertainty increases, and global
actors no longer follow established norms in international relations"—these
concerns have led to rethinking existing relationships and reconsidering
democratic governance models in practice.

At the turn of the 20th and 21st centuries, the world underwent significant
transformations, marked by the intensified processes of globalization and
growing complexities in the international relations system. These developments

have led to fundamental shifts in approaches and perspectives on democracy
and democratization.
Today, leading scholars and politicians in the field of democratic theory and
practice widely acknowledge that traditional methods and outdated foundations
can no longer sustain the construction of modern democracy. The "transitology"
theory, which once predicted the universal transition of nations to democracy,
has exhausted its potential. Moreover, many of its core ideas have proven
ineffective in practice, a reality that is now widely recognized.
Given the demands and necessities of the modern era, scholars and
policymakers are actively working to:
Refine the conceptual foundations of an effective modern democracy,
Develop democratic models that ensure stable progress and prioritize
societal interests,
Safeguard the sovereignty of democracy, ensuring its resilience against
external influences,
Expand and modernize democratic institutions, making them more
responsive and impactful.
The ongoing transformation of democracy requires innovative solutions
that align with contemporary realities, ensuring both stability and progress in a
rapidly evolving world.
It is essential to emphasize that one of the key priorities today is the
development of theoretical interpretations of democracy and its institutional
foundations that align with the pressing demands of the modern era. In
Uzbekistan, where comprehensive democratic reforms and rapid modernization
efforts are being systematically implemented through innovative policies, great
attention is given to developing the most effective and modern democratic
principles in building New Uzbekistan.
Extensive research is being conducted on the deep consolidation of
democratic ideas, values, and relationships in Uzbekistan. Scholars are focusing
on:
Identifying the leading trends and legal frameworks of democratization,
Analyzing the conceptual foundations of political reforms initiated under
the Action Strategy, later expanded within the Development Strategy of New
Uzbekistan,
Examining global democratic theories and their practical applicability,
Conducting comparative analyses of modern democratic concepts to
determine their rational and effective aspects.

The transition in Uzbekistan from national revival to national progress has
played a historic role in enhancing the foundations of modern state policy. A
number of systemic transformations initiated by the country's leadership have
contributed to shaping a new democratic identity for the nation. These include:
Ensuring human rights and strengthening legal protections,
Enhancing government accountability and ensuring transparency in public
administration,
Increasing the role of mass media in socio-political discourse,
Expanding civil society institutions to foster dialogue between the
population and state authorities.
Given the ongoing democratic progress in Uzbekistan, there is an urgent
need to develop a comprehensive "New Uzbekistan" state policy concept, which
would outline the most optimal principles for the country’s democratic
development.
The vision of New Uzbekistan, as advocated by President Shavkat
Mirziyoyev, not only unites the aspirations of the nation but also serves as the
conceptual foundation for all strategic initiatives aimed at human dignity and
sustainable progress.
A crucial aspect of this state policy is the emphasis on human dignity, which
is reflected in efforts to:
Strengthen social protection mechanisms,
Reduce poverty as a primary state priority,
Improve living conditions and guarantee socio-economic stability.
According to Professor M. Bekmurodov [4], a society can only achieve social
harmony and a culture of mutual respect when both material well-being and
moral-ethical values are prioritized. Societies burdened by poverty and moral
decline lack the necessary foundation for cohesion and stability.
On August 16, 2021, during an interview with the editor-in-chief of the
"New Uzbekistan" newspaper, President Shavkat Mirziyoyev reaffirmed [1] that
Uzbekistan’s chosen path of reforms toward a free democratic state and a
prosperous economy remains unchanged. This interview introduced several
new ideas and insights that had not been previously discussed, either by experts
or by the President himself.
Through an in-depth analysis of Uzbekistan’s 30-year independence, the
President provided a clear definition of the "New Uzbekistan" concept, marking
the beginning of a new political era in the country. He highlighted three key
achievements of Uzbekistan’s independence:

The establishment of state sovereignty on August 31, 1991.
The formation of a fully-fledged constitutional state.
The revival of the nation's rich historical heritage, cultural identity, and
moral values.
These three fundamental achievements serve as the foundation for building
New Uzbekistan, shaping the country's future direction and development
strategy.
The "New Uzbekistan" concept embodies a unifying national idea, aligning
the aspirations of the Uzbek people and government toward a shared goal of
national prosperity and modernization [2].
СОNСLUSIОN
The "New Uzbekistan" concept represents a fundamental shift in
governance, replacing the previous "State – Society – Individual" model with a
new approach based on "Individual – Society – State."
This transformation marks the beginning of a new stage in Uzbekistan’s national
development path, emphasizing democratic principles, social stability, and
economic prosperity. Despite the challenges of the democratic transition, the
nation remains committed to building a peaceful, free, and prosperous society,
ensuring that the aspirations of its people are fully realized.
