Abstract

This article analyzes the current state of the system of training personnel in the field of tourism in Uzbekistan, identifies existing problems and considers ways to solve them. It also examines the possibilities of improving the quality of education and expanding international cooperation based on the experience of foreign countries.

Abstract:

This article analyzes the current state of the system of training personnel in the field

of tourism in Uzbekistan, identifies existing problems and considers ways to solve them. It also

examines the possibilities of improving the quality of education and expanding international

cooperation based on the experience of foreign countries.

Ushbu maqolada O‘zbekistonda turizm sohasida kadrlar tayyorlash tizimining

hozirgi holati, mavjud muammolar va ularni bartaraf etish yo‘llari tahlil qilingan. Shuningdek,

xorijiy mamlakatlar tajribasi asosida ta’lim sifatini oshirish va xalqaro hamkorlikni kengaytirish

imkoniyatlari o‘rganilgan.

In recent years, the tourism sector in Uzbekistan has been developing as one of the priority areas

of state policy. As a result of laws and strategic programs adopted at the initiative of our

President, tourism infrastructure is developing, and the number of foreign tourists is increasing.

However, the system for supplying highly qualified personnel to this sector has not yet been

fully formed. Therefore, the development of tourism education, training of modern personnel and

the absorption of foreign experience remain urgent issues. Higher educational institutions are

also working to develop their own models for training personnel for tourism, taking as a model

the educational programs of countries with highly developed tourism. Nevertheless, some

problems in training personnel for the tourism sector are noticeable in the employment rate of

graduating students, which are mainly due to several factors.

The quality of tourist services depends mainly on the human factor - that is, the knowledge and

skills of specialists working in tourism. Therefore, extensive work is being carried out in our

country to develop this personnel system. For example, the Resolution of the President of the

Republic of Uzbekistan dated 18.07.2024 No. PQ-269 “On measures to improve the system of

personnel training in the tourism sector”. According to it, “starting from the 2024/2025 academic

year, the system of personnel training in the tourism and hotel industry in state higher

educational institutions of the Republic of Uzbekistan will be established on the basis of three-

year higher education programs, and the educational process will be organized in the form of

dual education based on the “block-module” system. In this case, the share of theoretical and

practical training in the educational process will be:

at the first stage - 80 percent theoretical and 20 percent practical;

at the second stage - 50 percent theoretical and 50 percent practical;

in the third stage, it is assumed that 30 percent will be theoretical and 70 percent practical”

These actions will create a foundation for high-quality training of personnel. “In addition, by

2025, the Ministry of Higher Education, Science and Innovation will:

By the 2024/2025 academic year, it will revise higher education programs in the fields of

tourism and hospitality based on the educational programs of prestigious universities that are

among the top 100 in the world ranking;

"Develops new qualification requirements and educational programs in accordance with the

levels of the International Standard Classification of Education for dual education in higher

education in the fields of tourism and hospitality"

"Organizes additional courses for the training of tour guide interpreters in Arabic, Japanese,

Chinese, Hindi, Spanish, Italian, Korean, Urdu, Indonesian and Malay on a contractual basis at

designated universities."“In order to increase the number of tour guide interpreters serving

tourists, additional courses will be organized under higher educational institutions on a

contractual basis to train tour guide interpreters in Arabic, Japanese, Chinese, Hindi, Spanish,

Italian, Korean, Urdu, Indonesian and Malay languages”[]. These courses will contribute to

students and those interested in the tourism industry gaining in-depth knowledge and skills in

this area. The development of the tourism industry is closely related, first of all, to the effective

establishment of cooperation in the tourism industry and the quality of personnel training. The

basis of personnel in the tourism industry is a person, that is, the “human factor”, and its

development is related to the development of the education sector. Undoubtedly, the study of the

issue of personnel training in the tourism industry should proceed on the basis of sustainable

development. This is becoming an extremely important issue today. First of all, personnel

training in the tourism sector, personnel management in a hotel is a consistent, comprehensive

impact on the team in order to create the most favorable conditions for individual employees to

work proactively, consciously, and creatively to achieve the goals of the hotel. Therefore, people

working in tourist enterprises can be in the management object in all three interpretations. It is

important that they all work together within a single production or service system in order to

achieve the final result. In fact, the purpose of studying personnel in the tourism sector is to teach

them the peculiarities of organizing personnel activities in tourist enterprises and ways to solve

problems that arise in this process, as well as to form a passion for leadership and organizational

activities in them. To achieve the set goal, the following tasks must be solved:

- personnel management in tourist enterprises in a market economy;

- further increasing the role of the human factor;

- organization and management of personnel promotion in terms of service and professionalism

and personnel innovation;

-implementation of labor ethics, ensuring employee safety and organizing personnel

management in tourist enterprises on a scientific basis;

-formation of sufficient knowledge and skills of personnel. However, today in some regions the

service system has not been properly established in line with the increase in the number of

tourists. In particular, in the Republic of Karakalpakstan, Andijan and Kashkadarya regions,

hotel beds are not organized to a sufficient extent. In Navoi, Jizzakh, Surkhandarya,

Kashkadarya and Tashkent regions, the existing great potential is not being used. In particular,

tourist services suitable for young people are very poorly organized. Work on the introduction of

"family" and "all-inclusive" services is being carried out slowly. However, in order to solve this

problem and eliminate it in our country, the tourism industry is developing day by day. As a

result of the large-scale reforms being implemented by our state to develop the tourism industry,

this area is increasingly developing. In order to further develop the industry and achieve the lofty

goals set by the head of our state, mature, modern personnel are of decisive importance.

Therefore, the following specific measures are being taken to train personnel in the tourism

sector, improve their skills, and expand international cooperation in this regard. Over the past 3

years, the number of higher educational institutions specializing in training personnel in the

tourism sector has increased from 16 to 30, and the number of students studying in them has

increased from 4,100 to 11,500, respectively. In 2020, the scientific potential of teachers

teaching in the tourism sector in higher educational institutions was 24.2 percent, while in 2023

this figure reached 37.6 percent. Today, the tourism sector of Uzbekistan is achieving high

indicators: the number of foreign tourists is increasing day by day, domestic tourism is

developing rapidly, the infrastructure related to the sector is being formed, and the export of

services is growing steadily. Starting this year, by the decree of the President, it was determined

that the training of professional personnel in the tourism sector will be carried out entirely at the

expense of the state budget. Our President is doing his best to help and create all the

opportunities for the extensive development of the tourism sector. Within the framework of this

tourism sector, the experience of foreign countries in training personnel has been accumulated

and measures have been developed for their effective use in our republic. Based on approaches

to studying personnel in foreign countries, relations with personnel, that is, future employees,

have been improved in the countries of Great Britain, the USA, Japan and France.

Conclusion:

The tourism industry is one of the fastest growing industries in the world, playing an important

role not only in ensuring economic growth, but also in achieving many socio-economic goals,

such as strengthening cultural ties, creating new jobs, and developing regional infrastructure.

From this perspective, training highly qualified personnel with modern knowledge and skills in

the tourism sector is of strategic importance. Today, the need to improve the personnel training

system is associated with a number of factors: increasing demand for tourism services, changing

global standards, increasing competition in the quality of service, and the complexity of

customer needs. Therefore, educational institutions should introduce approaches aimed not only

at imparting theoretical knowledge, but also at developing practical skills, creative and

communicative potential. International cooperation plays a special role in improving the quality

of personnel training. By developing joint educational programs in cooperation with foreign

countries, establishing academic mobility, exchange of teachers and students, and involving

foreign experts in the educational process, the national education system is enriched with

international experience. This, in turn, creates the opportunity to train competitive personnel in

the global labor market. The rapid development of digital technologies is also creating new

opportunities in the education sector. Tourism-related knowledge can be acquired more

conveniently and quickly through online courses, distance learning, and virtual training. In

addition, measures such as in-depth teaching of foreign languages, the introduction of

international certification systems, advanced training of teachers, and the widespread use of

innovative methodologies will take the personnel training process to a new level. In general,

improving the personnel training system in the tourism sector and developing international

cooperation will not only increase the quality of education, but also serve to fully realize the

country's tourism potential, strengthen its prestige and competitiveness in the international arena.

This, in turn, is considered one of the important factors in the sustainable development of the

national economy.
