ABSTRACT
In this article, scientific information is given in order to analyze the interdependence of the work carried out in the
social sphere and the creation of a stable society as a result of the reforms implemented in Uzbekistan and their socio-
historical aspects.

markets, to localize production. On the basis of
deepening, specific measures are being taken to
increase the export potential of our country and
reduce the economy's dependence on exports. At the
same time, one of the most important changes
implemented in Uzbekistan is the transparency of
economic and social reforms, as well as the direct
involvement of the public in all areas of our society. In
this regard, large-scale reforms aimed at further
liberalization of Uzbekistan's economy, improvement
of
its
legal
framework,
diversification
and
modernization of production, as well as free currency
conversion are extremely important in today's period
of renewal in the country. In turn, this means
continuous improvement of the methods and forms of
the work of all state authorities and organizations in
this direction, their structural units, on a systematic
basis, avoiding bureaucratism and censorship in
practical activities, responding to citizens' appeals in a
timely manner. , is the basis for further increasing their
responsibility for the realization of their rights and
interests. Based on the strategic priorities of the
promising socio-economic development of our
country, all this creates more opportunities for
deepening the reform and liberalization of the
economy, ensuring the priority of private property, and
strengthening the protection of the rights and
interests of entrepreneurs. At the same time, it is the
development and implementation of programs for the
socio-economic development of the republic's
territories,
the
intensive
and
comprehensive
development of the territories that ensure the
elimination of disparities in the economy and the living
standards of the population, and the optimal
deployment of production forces, and on this basis, the
incomes of the population of our country and ensures
the efficient operation of the mechanism of consistent
growth of employment. Wide sections of the
population participate in the socio-cultural life and give
the activities of the local authorities in this direction,
the decisions they make, their practical life rich
meaning, a specific goal, orientation to satisfy the
various cultural needs of the citizens. In this way, they
perform the function of increasing the level and quality
of social and cultural services. From this point of view,
based on the growing role of neighborhoods in the
socio-political and spiritual-cultural life of our country,
self-sufficient cultural and educational service
institutions, sports grounds, it is important to
participate in the work of domestic service houses,
teahouses, local enterprises, institutions. At the same
time, relevant ministries and agencies are assigned the
task of providing farm and household equipment for
neighborhood residents and teahouses at preferential
prices, and providing small enterprises under the

reforms in this regard. The most important thing is that
the social and cultural service sector for the population
of the neighborhood is being brought closer to the
residences, the service is diversified, and the cultural
needs and demands of the citizens are being
organized. He closely supports local authorities in
holding cultural events, providing household services,
beautifying residences, improving communal services,
providing residents with water and gas. In the
following years, bakeries, kitchens, chemical cleaning,
carpet repair, and trade outlets were created in the
neighborhoods, and these measures are aimed at
improving the socio-cultural life of the population and
raising the standard of living. At the same time, the
neighborhood is not only a place for our people to live
as a community, but also a place for active participation
in social life as a civic institution. In this direction, let's
take the practice of strategic principles in the field of
creating conditions for employment of people living in
our country and further increase of their income. In this
regard, the President of the Republic of Uzbekistan
dated May 6, 2017 "On measures to increase the
personal responsibility of the heads of local executive
authorities and regional bodies of the economic
complex in increasing the effectiveness and efficiency
of the work carried out to ensure the employment of
the population". "On measures to further develop the
activities of culture and art organizations, creative
associations and mass media, and to create additional
conditions for stimulating the work of industry
employees" (14.08), "2018 - 2019 , on the primary
measures for the development of the tourism sector"

In this regard, systematic work on improving the living
and working conditions of the population, updating
the appearance of cities and villages, and raising them
to the level of modern requirements also affects the
effectiveness of the results. In particular, in this
direction, the Decree of the Resident of the Republic of
Uzbekistan dated March 29, 2018 on the "Prosperous
Village" program and additional measures for the
implementation of the "Prosperous Village" program
in 2018 "On" and the works being carried out on them
are a clear proof of this. According to this document, it
is related to "fundamental renewal of the architectural
image of the rural population groups, development of
regional comrlex, construction of road-transport
infrastructure, engineering-communication networks
and social sphere objects, and on this basis,
improvement of the living culture of the population."
The main attention is focused on the performance of
urgent tasks. Adoption of the "Prosperous Village"
program by the President of the Republic of
Uzbekistan and its consistent implementation in life
will serve to encourage all citizens, especially young
people, to do good deeds, to implement work on the

improvement of rural areas and neighborhoods, and to
further expand the noble traditions of our people in
this regard.
Also, in order to ensure the effectiveness of reforms in
the social sphere, the President of the Republic of
Uzbekistan "On encouraging participants of the

this area. All this indicates that the experience of
effective operation in this direction has been formed in
our country since the first years of independence, and
the work is being carried out based on this experience
even today. Today, our country has entered an
important stage of its development. In terms of social
policy, new steps are being taken, based on the great
experiences of the years of independence, while
consistently continuing the existing traditions. If we
look at the past period after 2016, we will witness how
many great things have been implemented in our
country in this short period of time. For this, it may be
enough to take a look at the work done in connection
with the implementation of the task of developing the
social sector to imagine how the strategy of "We will
create NEW Uzbekistan together" works in this area.
Also, systematic work was carried out to ensure human
rights, strengthen accountability and openness of
state bodies, and increase the role of civil society
institutions, mass media, and political activity of
citizens and public associations. Effective measures to
reform the national economy, liberalize foreign trade,
tax and financial policy, support entrepreneurship and
guarantee the inviolability of private property,
organize deep processing of agricultural products, and
ensure rapid development of regions. was seen.
Strengthening the social protection of citizens and
reducing poverty is defined as the priority direction of
the state policy, providing the population with new
jobs and a guaranteed source of income, qualified
