Consistency of The Transformation of Social Ideas with
National and Universal Values in The Democratic
Development of New Uzbekistan

Abstract:
The harmony of the transformation of social ideas with national and universal values in the democratic
development of New Uzbekistan is revealed through analytical conclusions that the reforms being carried out by
the President of the Republic of Uzbekistan Shavkat Mirziyoyev to build "New Uzbekistan - the Third Renaissance"
are carried out through the following social ideas: "Human interests are above all else", "The people are the only
source of state power", "The people should serve our people, not state bodies", "Society is the initiator of
reforms", "From national revival to national advancement", "The state is for the people".

Introduction:
All things, events, thoughts and views
related to humanity on Earth are constantly changing
and developing. Social ideas, thoughts and views,
events and phenomena that are valued by people are
of great importance for changes in society. Before the
Republic of Uzbekistan gained independence, the
system of values formed under the influence of
communist ideologies played an important role in the
development of society. After independence, universal
and national values found their place in the life of our
society. The humane democratic reforms carried out by
the President of the Republic of Uzbekistan Shavkat
Mirziyoyev indicate that a universal system of values is
being established in Uzbekistan based on social ideas
aimed at building “New Uzbekistan
- the Third
Renaissance”. The fundamental reforms taking pl
ace in
the life of the state and society at the stage of
development of New Uzbekistan have initiated a
transformation not only in the political and economic
system, but also in social consciousness and ideological
views. In particular, the 2022 Constitutional reforms,
“For the sake of human dignity,” have strengthened the
political and legal basis of this process, as strategies for
building an open civil society. The reforms being carried
out by the President of the Republic of Uzbekistan,
Shavkat Mirziyoyev, are aimed at strengthening
universal democratic values in our country, while
ensuring the harmony of national values. The President
of the Republic of Uzbekistan, Shavkat Mirziyoyev,
promotes the social idea that “Human interest is above
all else”
[1,129]. We know that the value associated
with human dignity is at the highest level in the system
of universal values.
Literature Review
We see the socio-philosophical, ideological and
ideological foundations of the concept of "New
Uzbekistan" in the speeches of the President of the
Republic of Uzbekistan Shavkat Mirziyoyev. We see
that the essence of the transformation of ideas is given
through Shavkat Mirziyoyev's social idea that "New
Uzbekistan is, first of all, a people who think in a new
way." In parti
cular, “First of all, special attention was
paid to the fact that after the elections, a new period of
development began in the history of Uzbekistan in

terms of quality and content. The most important and
priority features of this new period are reflected, first
of all, in the fact that state and administrative bodies,
all leaders in our country will henceforth conduct their
activities on the basis of the noble principles of “Man
-
Society -
State” and “For the dignity of man”. All our
forces and capabilities were directed to building a just
society and a social state, ensuring the prosperous life
of present and future generations, and to widely using
important practical ideas and proposals in the election
programs of the candidates of the political parties that
entered the competition in the election process in our
practical policy”
[2,9].
The dialectical connection between the transformation
of social ideas and the system of national and universal
values is given to us through the works of the First
President of the Republic of Uzbekistan, Islam Karimov,
“The Future of Uzbekistan is a Great State” and “High
Spirituality is an Invincible Force”. I. Karimov
emphasizes that it is precisely the harmony of national
and universal values that is necessary. “As we m
obilize
all our strength and capabilities so that our people are
no less than anyone else in the world, and that our
children live stronger, more knowledgeable, wiser and,
of course, happier than us, the issue of spiritual
education is undoubtedly of incomparable importance
in this regard. If we lose our vigilance and sensitivity,
determination and responsibility in this matter, if we
abandon this extremely important matter to our own
devices, to selfishness, we may lose our spirituality,
which is rooted in and nourished by our sacred values,
our historical memory, and ultimately deviate from the
path of universal development to which we aspire”
[3,4].
I consider it appropriate to emphasize that among
Uzbek scientists, the philosophy of ideas was studied by
t
he philosopher and scientist Kiyomiddin Nazarov. “The
concepts and categories of the philosophy of ideas are,
on the one hand, a product of human thought, on the
other hand, the result of the reflection of events and
phenomena in the human brain, and, thirdly, a means
of bringing the human mind closer to reality and
knowing the world”
[4,29].
We see that the role of universal and national values in
the transformation of social ideas is particularly
emphasized in the works of political scientist Ibodulla
Erga
shev. In particular, “The idea of national
independence of the people of Uzbekistan is based on
universal and national values. One of these does not
negate the other. Uzbek national values are manifested
in all aspects of human and national life. It should be
emphasized that the unique qualities inherent in our
national nature, such as kindness, compassion,
thoughtfulness, honor, modesty, and decency, as well
as the characteristics of tolerance, hospitality, and
generosity that distinguish our people in many ways,
have a place at the level of all values [5,201].
METHODOLOGY
The validity of the result of scientific work depends on
the correct choice of the research method chosen by
the researcher. Sometimes, it is possible to reach the
necessary conclusion through one method chosen in
research. However, in cases where it is difficult to reach
a sufficient conclusion through one method in works
related to the social sphere, the effective use of several
methods helps to obtain the necessary conclusion in
the research work. In our research work, we used the
possibilities of the historical method to clarify the
relationship to universal, national values. We used the
method of comparing social ideas put forward by the
heads of state in the Republic of Uzbekistan from 1991
to 2016 and from 2017. In addition, the possibilities of
the logical method were rationally used to determine
the potential of social ideas in ensuring the democratic
development of New Uzbekistan. In addition to these
methods, structural-functional analysis methods were
also rationally used.
RESULTS
The main focus of the reforms carried out by the
President of the Republic of Uzbekistan is to ensure the
rights of people and create decent living conditions for
them. It goes without saying that the person himself
and his rights are the highest universal human value.
Universal values are socio-political processes, ideas,
and views that are equally relevant to all people on
earth. If we analyze universal values in terms of
structure, we come to the following idea. Moral values
are
justice,
honesty,
conscience,
kindness,
responsibility. Aesthetic values are beauty, harmony,
spiritual elevation. Cultural values are customs,
traditions, cultural heritage. Social values are peace,
solidarity, equality, human rights. Spiritual and spiritual
values are spirituality, faith, trust, patience, etc. The
above concepts are considered equally relevant
regardless of the nationality, race or gender of a
person. Universal values also perform functional
functions in societies. In their integrative function,
universal values unite people of different nationalities,
religions and cultures. In their regulatory (normative)
function, values regulate human behavior, determine
social norms. In their motivational function, they
encourage people to do good deeds, inspire them to be
socially active. In their identification function, a person
understands his place in society or humanity through
values. Through their function of ensuring stability,
universal values provide social order and peace.
National values also serve as an important criterion in

maintaining the identity of each nation. It is natural
that national values are passed down from generation
to generation, and national values in the life of society
also change. The social ideas put forward by the
President of the Republic of Uzbekistan on the path to
building a New Uzbekistan, such as “Human interests
are above all else”[6,236], “The people are the only
source of state power”[7,9], “The people shou
ld serve
our people, not state bodies”[8,71

72], “Society is the
initiator of reforms”[9,5], “From national revival to
national progress”[10,31], “The state is for
people”[11,161], reflect universal and national values.
CONCLUSION
In general, universal values, like national values, are
important in human life, like social ideas. It is
appropriate to say that social ideas are in a certain
sense the basis for the development of universal,
national values. Moreover, universal, national values
can serve as the basis for new social ideas. The gradual
change of social ideas in the life of society ultimately
leads to a change in the value system in society. If we
analyze this through the law of the transition of
quantitative change to qualitative change, we will come
to the appropriate scientific conclusion.
