USING ARTIFICIAL INTELLIGENCE (AI) TO ENHANCE TOURISM
DEVELOPMENT IN QASHQADARYA

Annotation.
Qashqadarya’s mountainous regions, rich in cultural and natural
heritage, face underdeveloped tourism potential. This study explores AI applications,
supported by global case studies, to enhance visitor experiences, optimize
infrastructure, and promote sustainable tourism. Analyzing 2017–2023 trends and
government policies (e.g., 2019–2025 strategy, 2023 decrees), it proposes AI-driven
solutions like chatbots, data analytics, and VR tours to boost Qashqadarya’s tourism,
ensuring economic growth and environmental preservation.

Аннотация.
Горные регионы Кашкадарьи обладают богатым культурным
и природным потенциалом, но развитие туризма ограничено. Исследование
анализирует применение ИИ, опираясь на мировые примеры, для улучшения
туристического опыта, оптимизации инфраструктуры и устойчивого развития.
На основе трендов 2017–2023 годов и государственных программ (стратегия
2019–2025, указы 2023) предлагаются решения на базе ИИ: чат-боты, аналитика
данных, VR-туры для продвижения туризма в Кашкадарье, обеспечивая
экономический рост и экологическую устойчивость.

Introduction.
Tourism is a rapidly growing global industry, contributing
significantly to economic development [1]. Uzbekistan’s rich cultural and natural
heritage positions it as a promising tourism destination, with Qashqadarya’s
mountainous areas offering unique attractions. Shahrisabz, a UNESCO World
Heritage site, and districts like Yakkabogʻ and Qamashi feature historical landmarks
and scenic landscapes, including the Maydanak astronomical complex [2]. However,
compared to Samarkand and Bukhara, Qashqadarya lags in tourism revenue and
infrastructure [3]. This paper investigates how AI technologies, supported by global
and local case studies, can unlock Qashqadarya’s tourism potential, drawing on
government policies and statistical trends from 2017–2023.

Methodology.
This research relies on secondary data analysis. Statistical data on
tourist numbers, service volumes, and infrastructure were sourced from
Qashqadarya’s Statistics Department (2017–2023) [2]. Government policies,
including the 2019–2025 Tourism Strategy (PF-5611) and 2023 decrees (PQ-135,
PQ-238, PQ-376), were accessed via lex.uz and UzA [4][5][6]. Global AI
applications in tourism were studied through peer-reviewed sources, including case
studies on Samarkand [7], Estes Park (USA) [8], and Uttarakhand (India) [9].
Qualitative and quantitative data were synthesized to propose AI-driven strategies for
Qashqadarya’s tourism development.
Tourism potential and trends in Qashqadarya
Qashqadarya’s mountainous regions are rich in cultural and natural assets.
Shahrisabz, with its Timurid-era monuments, and Kitob’s Qadamjo shrine attract
pilgrims and tourists, while Yakkabogʻ’s Amir Temur-related sites and Qamashi’s
Maydanak observatory offer unique draws [2]. From 2017 to 2023, tourism services
grew from 2 billion UZS to 81.2 billion UZS, with tourist numbers rising from 1.833
million (2017) to 2.010 million (2023), despite a 2020 dip due to COVID-19 [2]. In
2023, the region hosted 2.109 million domestic and 222,000 foreign tourists,
generating $45 million in service exports [2]. Infrastructure also expanded, with
hotels increasing from 81 to 327 and accommodation capacities reaching 5,500 [2].
However, Qashqadarya’s 2.3 million visitors in 2023 pale compared to Samarkand
and Bukhara’s 3.5 million each [3], highlighting untapped potential.
Government Initiatives
Uzbekistan’s 2019–2025 Tourism Strategy (PF-5611) identifies Qashqadarya as
a priority for investment [4]. Decree PQ-135 (2023) emphasizes infrastructure and
logistics improvements [5], while PQ-238 promotes hotel construction in
mountainous areas with relaxed regulations [6]. PQ-376 targets Maydanak and
Shahrisabz for infrastructure upgrades, including water, electricity, and roads, and
plans a modern hotel complex in Kitob’s Qaynar area [6]. These policies signal
strong governmental support for Qashqadarya’s tourism growth.
AI Applications in Tourism: Global and Local Insights
AI is transforming tourism worldwide by enhancing personalization, operational
efficiency, and sustainability. Below are key applications, supported by verified
examples:
1.
Personalized Marketing and Chatbots
: AI-driven platforms like ChatGPT
and Google Gemini enable tailored travel recommendations. In Estes Park, Colorado,
the “Guide Geek” chatbot provides real-time Q&A services via social media,
improving visitor engagement [8]. In Uzbekistan, Samarkand’s AI-powered
reservation systems have enhanced hotel bookings and personalized offers,
particularly for young and foreign tourists [7]. Implementing similar chatbots in

Qashqadarya (e.g., via a “Qashqadarya Travel” portal) could streamline bookings and
provide multilingual support in English, Russian, and Chinese.

Data Analytics for Demand Forecasting
: AI analytics predict tourist flows
and optimize resources. Uttarakhand, India, uses AI to forecast visitor numbers,
manage accommodations, and monitor environmental impacts, ensuring sustainable
tourism [9]. Qashqadarya could adopt AI models to predict seasonal demand,
optimize transport routes, and manage carrying capacity in sites like Hisorak
reservoir.
3.
Dynamic Pricing and Sentiment Analysis
: AI enables dynamic pricing
based on demand and analyzes social media sentiments to refine marketing. Global
platforms like Expedia use AI for pricing strategies [10]. In Qashqadarya, AI could
target campaigns to international audiences (e.g., Indian or Chinese tourists) by
analyzing preferences and promoting cultural sites like Shahrisabz in their languages.
4.
Virtual and Augmented Reality (VR/AR)
: AI-powered VR/AR tours
enhance digital tourism. In Greece, AI-driven virtual tours of historical sites
increased engagement by 30% [11]. Qashqadarya could develop VR tours of Amir
Temur’s cave or Shahrisabz’s UNESCO sites to attract global interest.
5.
Sustainable Tourism Management
: AI monitors environmental impacts and
optimizes resource use. Uttarakhand’s AI systems track biosphere indicators to
prevent overcrowding [9]. Qashqadarya could use AI to monitor water resources and
tourist flows at Maydanak, ensuring eco-friendly practices.
AI Opportunities for Qashqadarya
AI can address Qashqadarya’s tourism challenges in the following ways:

Enhanced Visitor Experience
: AI chatbots integrated into websites or
Telegram could provide real-time information on Kitob, Shahrisabz, and Qamashi,
overcoming language barriers and assisting with bookings [7][8]. For example, a
chatbot could recommend personalized itineraries based on visitor preferences.

Targeted Marketing
: AI analytics could identify high-potential markets (e.g.,
Asia, Europe) and create tailored campaigns, such as videos showcasing
Qashqadarya’s gastronomic corridors or pilgrimage routes [10]. This would elevate
the region’s global visibility.
•
Infrastructure Optimization
: AI-driven forecasting could guide investments
in projects like Shahrisabz’s tourism neighborhoods, projected to attract $450 million
and 1 million tourists annually [2]. Predictive models could assess revenue potential
for Kitob’s Qaynar hotel project.
•
Sustainability
: AI could monitor environmental impacts at Hisorak reservoir
or Maydanak, regulating tourist numbers to prevent ecological damage [9]. Real-time
weather and road condition updates could enhance safety and planning.

Based on global AI applications and Qashqadarya’s context, the following
strategies are proposed:
1.
Develop AI-Driven Platforms
: Create a “Qashqadarya Travel” portal with
AI chatbots supporting English, Russian, and Chinese, offering real-time booking and
destination guidance [7][8].
2.
Strengthen Digital Marketing
: Use AI to produce interactive content (e.g.,
VR tours of Shahrisabz) and target international audiences via social media
campaigns [10][11].
3.
Implement Data Analytics
: Deploy AI systems to monitor tourist flows,
optimize seasonal services, and plan infrastructure with local authorities [9].
4.
Enhance Workforce Skills
: Train local tourism staff in AI tools and foreign
languages, leveraging government programs for 2,000 university and 1,000 college
students [6].
5.
Promote Sustainable Tourism
: Use AI to establish ecotourism routes and
monitor environmental impacts, collaborating with local communities to create
“ecotourism reserves” [9].
Conclusion
Qashqadarya’s mountainous regions hold immense tourism potential, but limited
infrastructure and promotion hinder growth. Government initiatives like the 2019–
2025 strategy and 2023 decrees provide a foundation for development [4][5][6]. AI
technologies, as demonstrated in Samarkand, Estes Park, and Uttarakhand, offer
transformative solutions for personalization, efficiency, and sustainability [7][8][9].
By adopting AI-driven chatbots, analytics, and VR/AR, Qashqadarya can enhance
visitor experiences, attract global tourists, and ensure sustainable growth, aligning
economic development with cultural and environmental preservation.
