ABSTRACT
This article Analyzes the issues of improving the constitutional and legal mechanisms of ensuring the rights of citizens
in the entrance of public services. Public administration is shown to expand opportunities to participate in the civil
service of citizens by strengthening the principles of justice, transparency and equality. The use of electronic platforms
is also opened on aspects such as the use of corruption measures, to ensure inclusion and the development of human
policy policy in accordance with international standards.

INTRODUCTION
The issue of the development of constitutional and
legal mechanisms for ensuring the rights of citizens in
the public service is relevant for democracies. This
route is one of the important factors in improving
relations between the state and society, honesty,
openness, and justice in public administration. Below
are some basic concepts and approaches to this topic.
Admission to the Public Service is as enshrined in the
Constitution as one of the basic responsibilities of
citizens, which is the principle of equality, not to
prevent
discrimination
and
guarantees
fair
opportunities. Constitutional norms set key criteria to
ensure transparent and righteousness of the
Constitutional Service. These norms allow citizens to
freely exercise their abilities and potential in the field
of public administration. Legal mechanisms governing
access to public service is determined by national
legislation, rules and procedures. These mechanisms

Creating equal opportunities: Every citizen
must have access to public service depending
on the skills and abilities.
-
Transparency Tender Process: It is important
that open and fair competitions for admission
to the civil service are important. These
processes are necessary to prevent corruption
and acquaintance.

The principle of meritocratia: Citizens should
be strengthened only for the service only on
the basis of their knowledge and skills.
-
Responsibility of the legislative and executive
bodies: The relevant authorities shall be
responsible for prevention of the rights of
citizens and ensuring the legality of admission
processes for the public service [1].
Effective mechanisms for ensuring access to public
service motivates citizens to actively participate in
public administration. Democratic principles demand
that powers are legally carried out in the state service
and strengthens the confidence of the state structures
of citizens. For this reason, the content of the civil
service includes serving only the interests of the
society, not only administrative administration. In case
of violation of access rights to the civil service of
citizens, it is important for them to have a judicial
mechanisms for them. In this process, special
institutions and the Ombudsman's offices play an
important role in the field of human rights. Bringing
complaints and claims of citizens quickly, fair decisions
are an integral part of legal mechanisms.
Ensuring the rights of citizens in access to public
service increases the efficiency of public administration
not only increases public administration, but
strengthens the trust in society and trust in society [2].
Therefore, constant improvement of constitutional
and legal mechanisms, increasing their effectiveness is
one of the priorities of the state. Numbering and e-
government serve to simplify and increase its
efficiency processing processes for admission service
to the public service. Electronic application system, the
introduction of block technology for the first sorting
and data safe storage through artificial intellect
ensures that this process is fair. Adherence to the
principles of social justice is important in the
organization of the public service. Individuals with
disabilities can ensure inclusion in the public service by
creating equal opportunities for citizens and youths
living in rural areas and young people.
In the process of entrance to the state, the rights and
obligations of citizens play an important role in
improving the efficiency of public administration,
compliance and justice. These rights and obligations
are clearly defined, and every citizen is responsible for
acting within the law in this process [3]. Every citizen
has equal access to participation in fair selection
processes and assessment and qualification basis. They
also have the right to obtain information on access to
public service, complaints and have conditions for
professional development. In any violation, citizens
may refer to the higher authorities or court. In
accessing the state service, citizens must fulfill the
following obligations:

Adherence to the legislation and being honest
in the process of choice.

Provide the required documents in a timely and
accurate manner.

Following the terms of the selected selection.
-
Follow the rules of ethics and etiquity of the
civil service.

A responsible approach to the tasks of public
administration.

To prevent corruption and illegal actions [4].
The renewed constitution is vital that the ongoing
reforms in the country are accompanied by the

growing right and freedoms, which is also a great step
towards building a fair society. . In particular, in recent
years, the principle of "people, not to government
agencies," the principle of the people has been
prioritering, and the possibilities of citizens have been
expanded. This is aimed at this purpose, adopted in
2022, "On the State Civil Service" of the Republic of
Uzbekistan. Now, the new organization of the State
Service for President of the Republic of Uzbekistan is
determined to implement a unified state policy in the
field
of
employment
and
human
resources
development in government agencies. He is carrying
up the organization to the recruitment to all
government agencies and organizations of the
country. At the same time, the goal is to achieve the
pre-employment corruption cases [5]. It is also
strengthening the creation of equal rights and
opportunities for citizens of the Republic of Uzbekistan
to enter into the new version of the new version of the
new edition.
We all know that in recent years, acceptance of the civil
service has established the principle of "Equalative
equal to the development of personnel." In this case, it
is clear that the choice of personnel, the equal
examination of the woman and a man, focuses on their
knowledge, talent. All this is, of course, the gaps in
legislation and not legal regulated in the field. At the
same time, the number of some documents on
employment has been reduced. Excess force was
elemented. The remaining documents are also being
transused today. This is also comfortable with citizens.
The guarantee of equal rights to the public service of
our citizens in our supreme law, as well as increases the
competitiveness, openness and professionalism of the
civil service further enhances the quality of cards. The
youth, women guarantee the public service of women
and serve to increase their trust in public service and
the development of cases of departure, state-owned
personnel to foreign countries and the development of
corruption cases.
Today, many advocacy measures are being held in the
regions. Changes are explained to our people. If we
want to create a wider and equal opportunity for all the
public services, we must vote for the Constitution. We
also need to explain the role and importance of public
services to our people, as simple and fluent that it is
marked in our renewable Constitution. The guarantee
of equal right to the public service for citizens is
strengthening at the Constitution. We can really see
that government agencies serve our people in recent
years, not public offices, and see that human value is
prevalent in it. The people need to understand this
today [6]. On this path, all lawsday should be widely
promoted in the mahallas, and the population they
need to improve, especially in the minds of young
people. Of course, it is also necessary to mean that the
achievements are for them, of course. This should
withstand the prevention of corruption situations in
employment. These achievements, rights and
freedoms are required to seal the Constitution, not
only in the present, not only today but our future
generations.
Constitutional and legal mechanisms of ensuring the
rights of citizens in access to public service are
important in the national legal system. These
mechanisms serve to ensure the efficiency, equality,
transparency and justice of the civil service. In the
process of entrance to the state, special attention
should be paid to improving the legal literacy of
citizens. It is important to educate citizens who can use
their rights, public service, and how to use the public
service. In addition, the right of citizens to obtain
information is also guaranteed, i.e. any actions,
decisions and employees of government agencies and
employees allows citizens to openly and actively
participate [7].

At the same time, freedom of information will serve to
provide the same opportunities for all citizens in access
to the public service. Through this, citizens enjoy their
rights, as well as in the use of their rights, as well as
equal opportunities for fair assessment and
participating in the competition. The fight against
corruption in any field of civil service is of great
importance to ensure the renewal and transparency of
public administration. By providing transparency, the
public service well understands the rights, capabilities
of each citizen and guarantees fairly assessments in the
competition. The transparency of the civil service will
help citizens confidently to receive political, social and
economic stability.
Improving
transparency
and
accountability
mechanisms is also a great help to prevent corruption
at all stages of the civil service. The destruction of
personal interests in the farm and government
agencies helps to modernize state bodies. Adherence
to the principle of inclusive services is important for the
public service. All groups of citizens, including those
who have young people, the disabled, social status,
must have equal opportunities for access to public
service. Inclusive the civil service will serve to create an
environment for allowing you young people to
participate in public administration, develop them
through experiences.
Inclusion should be carried out in all areas and
directions of the civil service of the civil service. Similar
policies will be an important factor in ensuring the
rights of citizens' rights in the implementation of the
civil service. Modern digital technologies are
significantly updated the process of entering the public
service and its implementation. Through electronic
government services, citizens will have access to public
and easy access to public services. This, in turn, helps
to prevent corruption and ensure the transparency of
public services. The development of the public service
through the electronic system allows citizens to obtain
faster and clearly to obtain examination, passing and
adopting results. The introduction of e-services will
help citizens to protect their rights [3]. In accessing the
ministry, it is important in the development of
constitutional and legal mechanisms of ensuring the
rights of citizens, increasing the efficiency of public
administration,
combating
corruption,
and
transparency. These mechanisms allow citizens to have
just and equal rights, as well as to provide the activities
of highly qualified, responsible and transparent
specialists at all stages of the public service.
Corruption is one of the serious problems in the civil
service, and it is necessary to introduce effective
mechanisms for combating it. Anti-corruption
mechanisms should be introduced to be transparency
and fairness. The laws of civil servants are important to
ensure the work of civil servants, property and their
legal accountability. Acceptance and following the
rules helps to make activities in the public service more
efficient and reliable. The Code of State for the Ethics
of the State Service determines the actions of civil
servants, professional levels and culture. This code
provides citizens to the observance of high standards
in all stages of the civil service and protect their rights.
It is important that the existence of independent
observation mechanisms for the effective operation of
the mechanisms related to the entry into the public
service. These mechanisms will help citizens to prevent
the violations of the law and error decisions in the
implementation of public services. The civil service
should contain independent monitor bodies, as well as
deputies, the participation of the media and civil
society organizations. As a result, all the processes in
the public service are transparent, clear, and equal to
all citizens.
