ABSTRACT
This article presents opinions on the moral and ethical issues of ensuring the rule of law in the activities of internal
affairs bodies and ways to improve it.

INTRODUCTION
As we all know, the provision of the rule of law in
society first of all serves to ensure peace and peace in
this country, constant stability in the economic and
political life of society. The rule of law refers to the
Constitution in the activities of all public authorities, all
other normative legal acts of the law and to be superior
to the instructions and state bodies, officials and it is
understood that citizens strictly adhere to them. The
supremacy of the law is the leading principle in our
reform model.

THE MAIN OF RESULTS
It serves as one of the main criteria of the legal state.
Our great-grandfather, Amir Timur, had ordered to
write down the wise words" where the law reigns,
there will also be freedom" in golden letters."
The rule of law is a principle that serves to ensure
democracy and legality in society. This principle is
enshrined in Article 15 of the Constitution of the
Republic of Uzbekistan: "in the Republic of Uzbekistan,
the supremacy of the Constitution and laws of the
Republic of Uzbekistan is recognized without words.
The state, its bodies, officials, public associations,
Citizens Act in accordance with the Constitution and
laws.
As President Shavkat Mirziyoyev, who fully took into
account this need, noted, "in ensuring the rule of law,
it is important to raise the legal culture and educate
citizens in a spirit of respect for the law."
Therefore, it is difficult to imagine the further
development of our Mother-Motherland Without
those who are patriotic, faith-minded, loving, love their
profession, people of high culture. The solution of such
a responsible issue as the upbringing of such creators
and owners of our great future, first of all, imposes on
law enforcement agencies a number of tasks aimed at
improving educational work in the direction of
strengthening the legal order, protecting the rights
and legitimate interests of citizens, fighting crime,
raising the legal culture of the people; secondly, it is
necessary to regularly replenish its ranks from
difficulties, politically mature, morally pure, devoted to
the profession, watered with the idea of Justice of the
mind; thirdly, it requires constant cleaning from
professionally degraded, morally and morally unclean
employees without being able to withstand the hard
fate of the service.
The successful implementation of the task of
harmonizing these three aspects in the activities of law
enforcement agencies largely depends on:
first of all, the socio-economic system is based on a
new moral relationship, the spiritual and moral level of
the population, which is caused by deep changes in the
economic, political, social activities and family life of
people due to a change;
secondly, to how the task of paving the way for the
development of society is being solved by ensuring
peaceful coexistence of citizens on the basis of rapidly
noticing the emerging new types of crime and taking
quick measures to prevent them;
thirdly, to the level of professional ethics and culture of
specialists who serve to form a new spiritual and moral
environment, taking the initiative to apply the positive
news that is expected in the bosom of the old without
contradictions to life;
fourthly, to how the educational system is practically
organized, which fosters El peace, the tranquility of the
country, selfless youth determined to protect the
legitimate interests of citizens in the spirit of deep
respect for the law, boundless hatred of crime,
consistently forming in their hearts the idea of national
independence;
fifth, how competent actions are carried out in relation
to the protection of the rights and rights of each
person in clear obedience to the law in accordance
with the requirements of the spiritual and moral life of
society;

sixth, the moral-spiritual and mental state of arious
citizens who, having correctly understood religious
values, correctly perceive its universal essence in their
language and cannot return from any vices in order to
impose a sense of fear on the language of people in
order to seize power, perceiving a person as a supreme
being, correctly perceive the wrongful, inhuman
behavior of terrorist, extremist, fanatics, etc.k.
After all, decency, behavior and morality are the most
important educational factors that constantly make a
person understand who and which EL is a child, to
whom and why he should serve.
Each person, through him, realizes his place in society,
determines the meaning of his life. That is why the
issue of morality has been the focus of the state since
ancient times, when Wise Men, public and statesmen
remained. Because without establishing moral
relations correctly, without forming a culture of
professional ethics, no state can achieve its intended
goals. Therefore, this is one of the current issues facing
our state.
To solve these problems, the announcement of the
decree of the Cabinet of Ministers of the Republic of
Uzbekistan dated March 2, 2016 No. 62 "on the
approval of standard rules of etiquette of employees
of State Administration bodies and local executive
authorities" and the order of the Minister of internal
affairs of the Republic of Uzbekistan dated October 21,
2021 No. 400 "on measures
Undoubtedly, the changes taking place in the life of
society necessitate the reform of the internal affairs
bodies as well. Therefore, too, 2016
On September 16, the law of the Republic of
Uzbekistan "on internal affairs bodies"was adopted.
This law assigned the task of radically changing the
activities of the internal affairs bodies, re-organizing
the service, especially accepting people who are
morally and spiritually pure for Internal Affairs, loyal to
their professional duty, brave, imbued with a sense of
hatred for any manifestations of crime, physically
healthy and energetic, strong-willed, believing, honest,
fair, committed to the "oath of.
Hence, the formation of employees of the perfect
human – internal affairs bodies with high spiritual and
moral qualities is a period requirement.
Moral qualities are a concept that implies a constant
habit of moral views, turning a person from evil, into
practical activity, which calls for good .
Morality is a set of certain principles and norms of
behavior, decency and behavior that arise due to an
objective connection between a person and society,
which, on the basis of coordination of personal and
common interests, control, regulate the life and
activities of each individual person.
Morality is a social phenomenon, and humanity arose
at the same time as the emergence of society as a
social attitude that serves the needs and interests
between communities and individuals. In his historical
development, he performed the following tasks:
The component of universal culture in the form of
activity that changes the personal qualities of a
person;
One of the foundations of the spiritual and social
factor that comprehensively cultivates every
individual living in society;
The best of ways to cultivate the inner feelings,
feelings of people and realize universal material
and spiritual values, preserve them and deliver
them to future generations;

Ensuring the rule of law in society as a type of state
activity serves to bring justice to those whose rights
and interests are affected. This in turn is based on legal
and moral ground.
Namely, law enforcement officers in ensuring the rule
of lawof particular importance are the moral
requirements for behavior, mental-volitional qualities
and its personality.
From this point of view, in the study of the moral and
psychological aspects of ensuring the rule of law in the
activities of employees of Internal Affairs bodies,
It is advisable to build on the principle of" Man-Man".
Because, in Criminal Procedure Law, it is necessary that
the actions of the employee's personality involved
correspond in all aspects to both legal relations and
moral relations in terms of his decency, character,
psycho-volitional state and point of view.
That is, the moral and psychological qualities of the
employee: a high sense of Duty, a sense of integrity,
fairness, conscientiousness, purity, humanity and other
characteristics must meet moral requirements.
CONCLUSION
Therefore, the moral and legal relations of employees
of the Internal Affairs bodies are in mutual unity, in the
correct determination of the ratio of this unity,
morality and law, firstly, mutual interests between
employees of the Internal Affairs bodies and society,
the state, and secondly, ensuring harmony between
the moral relations of employees of the Internal Affairs
bodies and the principle of equality; thirdly, the main
criterion in assessing the behavior of each citizen of
employees of the internal affairs bodies is in their
approach based on the requirements of the principle
of Justice; fourth, it is obvious in their widespread use
of the method of persuasion, which is one of the most
acceptable means of moral and legal education.
