Abstract:
The supreme goal of the government of our
country is to form educated, highly qualified, highly
spiritual professionals in our country, to train highly
skilled specialists who think in a new way and can work
honestly in new production. The time has come when
leaders and teachers in the field of management of
higher educational institutions should know their rights,
obligations, and tasks.

Introduction:
The Law of the Republic of Uzbekistan "On
Education," the National Program for Personnel
Training, decrees, resolutions, and orders of the
President of the Republic of Uzbekistan, resolutions of
the Cabinet of Ministers of the Republic of Uzbekistan,
and orders of the Ministry of Higher and Secondary
Specialized Education are currently aimed at improving
the educational mechanism in higher educational
institutions. Until now, the scientific and theoretical
aspects of improving the educational mechanism in
managing the educational process in higher education
and the theoretical aspects of the practical application
of government documents by subjects have been poorly
studied. These circumstances indicate that it is urgent to
comprehensively theoretically study the foundations of
our activities that implement our main goals in higher
education institutions.
Therefore, to train qualified personnel under the
developed skills economy that can serve as an example
in the world, to closely cooperate with the production
of developed countries and to be in constant contact, to

strengthen relations and to further raise the economy
of our country, it is necessary to develop and improve
the educational mechanism for managing the
educational process in higher education in a targeted,
correct manner.
To do this, taking into account the requirements of the
time, the natural resources of our country, our
conditions, our capabilities, and especially which
sectors will be important in the economy in the future,
we need to improve the educational mechanism for
managing the educational process in higher education
in order to train qualified, modern personnel on a
planned basis. For this:
- In which direction will the market economy lead the
country? What sectors will be the basis of the country's
economy in the future? What modern areas will
remain important, develop, and bring profit? This issue
will need to be constantly monitored and analyzed.
- What kind of personnel do employers need today and
what kind of personnel will they need tomorrow? Does
it suit the interests of the employer and the personnel,
the state and society? In order not to lose sight of this
issue, it is always necessary to be aware of what kind
of production will develop in the future, and projects.
- New equipment and new technologies are currently
being introduced in all areas. Can our specialists
graduating from universities effectively use new
technologies? Are their qualifications sufficiently
effective in their work? Will they continue to develop
their research in order not to lag? Do they have enough
talent and knowledge? For this, can teachers at
universities teach them to think and reason?
Therefore, it is important to remember that improving
the level of knowledge of teachers is still an urgent
issue, but it must be adapted to the changing economy.
- Based on the above-mentioned issues, it follows that:
for qualified specialists to work in every field, first of
all, improving the educational mechanism for
managing the educational process in higher education
remains the most necessary and urgent issue that
needs to be resolved today and in the future.
In the process of career guidance in higher education,
it remains an urgent issue to improve the ability of
future specialists to think critically, master
independent learning, especially their high level of
mastery of digital technologies and their integration
into the educational process based on the integrated
management of their skills.
However, it is also worth mentioning the successful
work:
To improve the professional training of students, more
attention is being paid to the use of digital and virtual
educational resources in the educational process, online
and adaptive education.
Based on an automated platform for organizing and
monitoring the educational process, a system-
information system is being introduced, which ensures
the consistency and continuity of the stages of
digitization of the educational process, increases the
motivation of students for self-development, striving for
innovations, and allows them to quickly adapt to new
socio-economic conditions.
A functional block model has been developed that
increases the motivation to perform independent work
based on innovative approaches to the development of
professional competencies and ensures the consistency
and continuity of conceptual and effective blocks.
Through the introduction of digital technologies for
managing the educational process, the process of
forming students' professional competencies is being
improved based on the development of a
methodological system for preparing and monitoring
curricula and programs in the direction of management
education.
According to the module "Modernization of the
Educational Process and the Introduction of Innovative
Educational Technologies in Higher Education":
- Information on the methodological foundations of
pedagogical management is being expanded; - Types of
management and their classification are being
scientifically and theoretically analyzed; - The goals and
objectives of management are being determined; - A
clear idea of the main stages of management
development and their periodicity is being formed; -
Information on technologies created in our country in
the field of pedagogical management has been
expanded and effective models are being studied; -
Scientific theories about the study of contradictions,
their causes, stages and types of transition are being
formed; - The level of significance of behavior has been
substantiated and is still being studied; - Theoretical and
conceptual issues related to education and upbringing,
the progress of education in this process, reforms have
been implemented in the field of training highly
qualified specialists, and reflections on the components
underlying it are being formed, teaching and
development continue.
In short, education is necessary for the state and
society, primarily in an economic sense, through the
educated, well-educated individuals it produces
—
qualified personnel. There should be a system that can
benefit, even if not today, tomorrow. Science and
scientific research should primarily serve the well-being,
well-being, well-being of man and the development of
the country. At the same time, education should not

harm the upbringing of the human personality, or
science, but, on the contrary, should give impetus to
his becoming a well-rounded, conscious, and educated
person. If we want to get closer to the education
system of developed countries, say, Europe, then we
need to develop the process of diversification in the
education system, especially in management
(unification and control of various sectors under
special management), while also allowing a corporate
form of management, increasing demand for
educational institutions, carrying out organizational
work by the state, society, and entrepreneurs, and
constantly developing the educational mechanism
following the market economy. In this case, it is
advisable to create educational management,
administrative-methodical management, pedagogical
management, didactic management, etc. The
foundation of this system must be an educational
mechanism. This system effectively manages the
activities of educational institutions on a strategic and
project basis, using the latest technological
management.
In state management, education, that is, the
pedagogical and didactic system, is strengthened,
while in public management, it helps to quickly and
easily master new things, as if mastering a specific
module.
Educational management is transforming education
from state management to education in state-public
management. Only then will the knowledge received
by the student become capital (here, the knowledge
and intellect of a specialist are considered capital) and
it will bring great benefits to himself, society, and the
state. It will clear the education system of unnecessary
educational subjects and useless activities that do not
meet the requirements. Time will be spared for him to
study the subjects of his field in depth and to teach him
adequate thought and judgment. Only then will the
education system fully fulfill its mission to the society.
