Strategic opportunities for developing legal reality in
new Uzbekistan

Abstract:
This article attempts to shed light on the strategic opportunities for developing legal reality in the
conditions of new Uzbekistan, its philosophical and legal aspects, development trends, the role of law in the new
period of Uzbekistan's development, the improvement of legal culture in ensuring the rule of law, educating
citizens in the spirit of respect for the law, and its role in the development of the state and society from a
philosophical, legal, and theoretical perspective.

Introduction:
In the world, legal norms and principles
are not only formed by formal laws and regulations, but
also embedded in the main cultural and social values,
which give them new meaning and relevance. In this
regard, the study of legal reality is of great importance
in understanding the interaction between the socio-
cultural context in which the philosophy of law
operates.
It is known from world experience that legal reality is a
multifaceted
phenomenon
that
includes
the
embodiment of linguistic, cultural, historical and
political elements in the creation and maintenance of
law. It encompasses a reality consisting of a complex
network of legal ideas, concepts, values and trends that
facilitate social communication through various
normative
foundations
of
legal
organization.
Therefore, different historical periods and systems of
legal communication have their own discursive and
normative practices, each of which requires the
development of its own legal languages to express and
justify the boundaries of acceptable social behavior.
From this point of view, legal reality in its various
historical manifestations is manifested as a system of
legal syntheses based on organically and culturally
determined socio-natural, religious and political
interconnections. This synthesis holistically reflects
how law develops in response to and in connection
with the cultural and social structure of its time, as well
as the natural and spiritual and moral views of the
society it governs.
From scientific research by prestigious universities and
research institutes in countries such as the USA, Japan,
France, Germany, Singapore, Sweden, Canada, it is
known that the legal language and terminology that
express legal reality develop to describe and justify the
boundaries of social behavior, reflecting the discursive
practice of that time. Legal reality is formed on the
basis of a cultural and historical context, including
socio-natural, religious and political connections
widespread in society. In this process, different
historical systems develop their own normative
practices, which are important in maintaining social
order and communication. Legal reality in various
forms is a system of legal syntheses that unites various
socio-cultural and natural elements into a single legal
framework. Such a holistic understanding of legal
reality emphasizes the dynamic and context-
dependent nature of law, which is constantly shaped by
the interaction of linguistic, cultural, historical and
political factors.
New Uzbekistan is a country of democratic laws,
citizens with a high legal culture. The development of
legal reality in modern society is a dynamic and
complex process influenced by various socio-cultural
factors. Understanding these factors is essential for
creating legal systems that are fair, inclusive and

responsive to the needs of the diverse population.
Legal culture is based on citizens' legal knowledge,
respect for the law, and compliance with legal norms.
“Improving the legal culture and awareness of the
population, establishing effective cooperation between
state bodies, civil society institutions, the media, and”
is a pressing issue today.
In the process of reforms that mark a new era in
Uzbekistan, the formation of legal culture and legal
awareness is one of the main tasks. Under the
leadership of our President Shavkat Mirziyoyev,
significant reforms are being carried out to strengthen
the rule of law, improve the legal environment, and
promote economic liberalization. These socio-cultural
factors together contribute to the legal reality
developing in New Uzbekistan, reflecting the country's
aspirations for a more just and progressive society. Our
glorious Uzbekistan has entered a new era of
development. Our achievements have become history,
and new vital needs and great tasks and opportunities
for their implementation are emerging before us.
Improving the legal system, ensuring human rights and
strengthening the rule of law to ensure justice and
stability in society has become an urgent issue on the
agenda. In order to implement democratic principles in
society, it is necessary to increase the legal knowledge
and legal awareness of citizens. After all, "In ensuring
the rule of law, it is important to raise legal culture,
educate citizens in the spirit of respect for the law,
timely convey the essence of laws to our people and
executors,
and
properly
organize
their
implementation."
Especially in the new conditions, improving the
population's trust in the law and attitude towards the
legal system is of great importance. Together, these
socio-cultural factors contribute to the legal reality
developing in New Uzbekistan, reflecting the country's
aspirations for a more just and progressive society.
Indeed, in a democratic legal state, the implementation
of laws depends on the system of state administration,
the transparency of public and mutual control
mechanisms, civil society and the rule of law. This is
both the philosophy and the goal of the reforms being
implemented in our country. Here, as the head of our
state Shavkat Mirziyoyev noted, "The main issue is to
timely convey the content and essence of laws to our
people and responsible executors, to properly organize
their implementation, and to ensure strict compliance
with the requirements of the law."
Resolution of the Cabinet of Ministers of the Republic
of Uzbekistan No. 588 dated 18.09.2024 on the
Program of Measures to Improve Legal Culture in
Society in 2024-2025, Ensuring the Implementation of
the Election Program of the Social Democratic Party of
Uzbekistan "Adolat" for 2025-2029, the Concept of
Public Safety of the Republic of Uzbekistan (No. PF-27)
dated 29.11.2021. and other regulatory and legal
documents on the subject reflect the strategic
opportunities for the development of legal reality in
New Uzbekistan.
The socio-cultural factors of the development of legal
reality in New Uzbekistan are of particular importance.
They include the following:
- the main approach of the philosophy of law shows
that legal reality, as an integral part of human activity,
is connected with its existence and culture. The
formation of legal consciousness is very important in
this, it plays a role in shaping people's attitudes towards
the concepts of legality, justice and independence.
- From the point of view of the philosophy of law, the
development of law is carried out not only through law
and institutional mechanisms, but also through
spiritual and educational processes. In the conditions of
new Uzbekistan, these processes must be supported
through legal education and upbringing in accordance
with the cultural and spiritual values of the Uzbek
people.
- In the formation and development of legal institutions
in new Uzbekistan, it is important to take into account
various aspects of social life. This, in turn, allows us to
adapt legislative processes to social needs and cultural
requirements.
- Legal education and upbringing are an important
means of forming a legal culture in society. The basis of
legal education in new Uzbekistan is the upbringing of
people's legal consciousness, the formation of respect
and a responsible attitude towards the law.
- The concept of legal reality in new Uzbekistan reflects
the complex, multifaceted and dynamic features of
social life. It is important to view legal reality not just as
a set of normative rules, but as a reflection of the social,
cultural and moral characteristics of a person.
- legal reality involves ensuring not only the
effectiveness of laws, but also their harmony with
moral values in society. In the process of developing
legal reality in new Uzbekistan, attention to moral
principles improves the provision of human rights.
In short, legal reality is a multifaceted concept that
combines the essence of law as an obligation, its
structural organization in society, and its various
manifestations through the cultural and social context.
This complex interaction emphasizes the importance of
understanding legal reality for legal practice and
increasing social harmony.
Legal reality is a complex and dynamic concept that

encompasses the entire legal system in society. It
includes legal norms, institutions, processes and
culture that interact to regulate behavior, resolve
conflicts, protect rights and maintain social order.
Understanding the nature, structure and manifestation
of legal reality is necessary to understand how law
affects and shapes the dynamics of society.
In our opinion, taking into account the complexity and
interconnectedness of socio-legal reality, it emphasizes
the importance of both objective and subjective
dimensions in understanding legal and moral
phenomena. It also seeks to demonstrate the
important
role
of
individual
and
collective
consciousness in the formation of legal and social
interactions, creating a solid theoretical foundation for
further research and practical application in the field of
law and morality.
Improving and applying modern legal theories,
considering the influence of popular culture on legal
consciousness and behavior, studying the relationship
between law and morality, legal norms and moral
values are some of the urgent issues of today. By
focusing on these issues, such a comprehensive
approach in New Uzbekistan will help to improve legal
culture, increase respect for the law, and develop
strategies for effectively solving modern global
problems.
